Visa (Dependent without COE)

This page is for a dependent (spouse or child) of a Japanese National who is applying for a visa without Certificate of Eligibility (COE).
If you are a dependent (spouse or child) of a Permanent Resident, in principle you need a COE to apply for your visa at the Consulate General of Japan in Atlanta.

  • If you do not have and cannot obtain a COE, please contact the Consular Section.

Please Note:

  • It may take a few months to issue a visa without a COE. For application without a Certificate of Eligibility, the Consulate General of Japan in Atlanta will NOT take any responsibility for delay or denial of a visa.
  • Visa application without a COE will only be accepted when an applicant has a reason that she/he cannot obtain a COE.

  • H1B or L1 with I-797 & I-94
  • F-1 visa with I-20 form (need a valid signature to travel) & I-94
  • J-1 visa with DS-2019 form & I-94
  • Employment authorization Card (if applicable)

Please note: The Consulate General of Japan in Atlanta does NOT accept any applications from B-1 and B-2 U.S. visa holders.

Guarantor letter and Proof of Residency in Japan Letter of Guarantee (Form) and Proof of Residency in Japan:

In the case that Japanese spouse is currently residing and employed in Japan:

  • A letter of guarantee from Japanese spouse
  • Japanese spouse's Certificate of Employment and Certificate of Tax Payment
  • Japanese spouse's Jumin-hyo

In the case that Japanese spouse is currently residing in Japan but not employed:

  • A letter of guarantee from Japanese guarantor (not your spouse) residing in Japan
  • Japanese guarantor's Certificate of Employment and Certificate of Tax Payment
  • Japanese spouse's Jumin-hyo

In the case that Japanese spouse is currently residing in the U.S.:

  • A letter of guarantee from Japanese guarantor (not your spouse) residing in Japan
  • Japanese guarantor’s Certificate of Employment and Certificate of Tax Payment
  • Japanese guarantor's Jumin-hyo
Original if spouse is in the U.S.
